January 21, 1816

In the late treaty with France, the four great allied powers are to receive by way of contribution from France 700,000,000 of livres, and three bankers it is said have offered to furnish France with the money £30,000,000 Stg. It so happens that I know personally the whole three. Hope I knew in Amsterdam, Baring in Philada, and Bethman in Bordeaux.
